The noodle house is a flagship restaurant of Jumeirah Restaurant’s LLC – Dubai, UAE. Why evacuate for an earthquake no-one can feel?

It's four years since the deadly earthquake in L'Aquila, Italy, and six months since scientists were convicted of manslaughter for failing to communicate the danger. Today, evacuation orders are issued much more readily - too readily, some say.

"Everyone knows, you can't predict an earthquake."

Anne Thornley-Bennett, who lives in the Italian town of Barga, categorically believes this. So why, on 31 January, did she decide to evacuate when the local council sent out warnings of a major quake?

"We received dozens of phone calls and text messages, one of which just said, 'Evacuate'. We just went along with the mania," she sighs.

"If it had only been my husband and me, I don't think we'd have taken the advice. We'd have just stayed on the bottom floor in our sleeping bags as we'd done the previous nights. But when you've got little ones... well, if anything did happen, you'd never forgive yourself."

Barga is situated in the picturesque but seismically shaky Garfagnana region of Tuscany. For a week they had been experiencing constant tremors and aftershocks.

"It was pretty scary because you could hear the earth groan. One day the kids were even evacuated from school without their coats." She laughs, implying that only a real emergency would see Italian children being sent outside coatless in winter.

Garfagnana experienced a huge 6.5 magnitude quake in 1920, yet the local authorities and population have never panicked like this before.

One mayor's decision to evacuate a town centre on 31 January spread fear to the surrounding municipalities, where thousands of residents ended up being advised to sleep in their cars or in schools transformed into emergency shelters. Hospitals and care homes were emptied. In the end, nothing happened. The following day, everyone went home.

Italy never used to worry quite so much about little tremors.

The change appears to be the direct result of last year's conviction of seven members of Italy's High Risk Commission - six of whom were scientists - for manslaughter. They were found guilty of failing to properly communicate the risk of a major earthquake in L'Aquila.

The case has produced its own kind of aftershock.

"Alarmism? It's the poisoned fruit of the L'Aquila sentence," says Franco Gabrielli, the head of the Civil Protection Department, the day after the Garfagnana evacuations.

His spokesperson Francesca Maffini says it's inevitable that scientists are now erring on the side of caution.

"It's not the verdict itself, it's the very fact they were put on trial," she says. "If the risk is between zero and 40%, today they'll tell us it's 40, even if they think it's closer to zero. They're protecting themselves, which is perfectly understandable."

Prof Stefano Gresta, president of the National Institute of Geophysics and Vulcanology (INGV), acknowledges the convictions had a big impact.

"We are more aware that our role as scientists must be exclusively limited to our results and interpretations," he says.

But he also thinks something went wrong on 31 January in Barga with the way the scientific tremor prognosis was communicated between the various levels of decision-makers. The escalation of events that night stemmed from a single tweet sent by a council, advising residents to "sleep away from home".

In the past, information was interpreted and filtered by the likes of the High Risk Commission, the Civil Protection Department and local and regional councils. Today you can get it directly from source through smartphone apps with names like Terremoti Italia (Italy Earthquakes) and Hai sentito il terremoto? (Translation: did you feel the earthquake?)

Keane, an Irish expat artist and journalist (with only one name) who has lived in Barga for 28 years, thinks this is making people obsessive.

"Some apps tell you every time there's a tremor, including the small ones that humans can't even feel. Mine says there were 15 today in Italy, two in this area. You get constant beeps in your pocket and in the end it becomes a psychosis," he says.

It's a phenomenon that worries Gresta. He does not consider alarmism and sleeping in cars to be the solution, and would prefer to see changes in construction.

"There needs to be greater awareness of the vulnerability of the houses we live in and the buildings we work in and, where appropriate, they should be made safer," he says.

But this will cost councils and homeowners money.

And Thornley-Bennett says people in Barga who chose to evacuate did not really mind.

"We met lots of people we knew and the kids played with their friends. At about 2am, council staff turned up with hundreds of white plastic chairs so we could all sit around and chat. In the morning, we took the children off for breakfast in their pyjamas and then we went home."

Although frightened by the tremors themselves, on that particular night her children had the time of their lives.

Iran nuclear: Push to break deadlock in talks

International negotiators are pushing to achieve a deal with Iran on its nuclear programme on the second and final day of their talks in Almaty.

Iran is being asked to give up work on the most sensitive parts of its nuclear activities in return for the relaxation of international sanctions.

A Western diplomat said the Iranians had given no clear response.

World powers suspect Iran of a covert nuclear weapons programme while Tehran insists its intentions are peaceful.

When talks re-opened on Saturday morning in the Kazakh capital, it appeared that there was more engagement on substance than on Friday, correspondents say. The talks were due to resume after lunch.

Iran is negotiating with the so-called P5+1 group comprising the five permanent members of the UN Security Council - the US, Russia, China, the UK and France - plus Germany.

As part of the talks, Tehran's chief negotiator, Saeed Jalili, held one-to-one talks with EU foreign policy chief Catherine Ashton.

There is said to be more engagement on substance at Saturday's talks but but wide gaps remain and no deal is in sight, the BBC's Lyse Doucet reports from Almaty.

'Somewhat puzzled'

After Friday's round, Tehran said it had offered "specific plans" but a Western diplomat who briefed journalists anonymously said there had been no "clear and concrete response".

The P5+1 group was "somewhat puzzled by the Iranians' characterisation of what they presented" at the morning session, the diplomat added.

"There were some interesting but not fully explained general comments on our ideas. It was mainly a reworking of what they said [earlier] in Moscow."

Russian Deputy Foreign Minister Sergei Ryabkov said for his part: "Iran has given an answer to the proposals of the six powers.

"It is the kind of answer that creates more questions... but this shows that the negotiations are serious."

Saeed Jalili said on Thursday that Iran had a right to enrich uranium that must be accepted.

At a previous round of talks in Kazakhstan in February, the P5+1 tried to push Tehran to halt production and stockpiling of uranium enriched to 20% - a step away from achieving a nuclear weapons capability.

The P5+1 also demanded Iran shut down the Fordo underground enrichment facility.

In return the world powers suggested easing tough economic sanctions imposed on Iran in response to its nuclear programme.

Iran's economy has been squeezed, with oil revenue slashed, the currency nose-diving in value and unemployment growing.

Indian police investigating Google mapping contest

(Reuters) - Police in India are investigating to determine whether U.S. Internet company Google Inc violated rules in a competition that asked users to add information about their local areas for its online map services after a government agency raised security concerns.

Google, which ran the "Mapathon" in India in February and March, said its aim was to make more local information accessible to all and that it did not break any laws.

Police are acting on a complaint filed by Survey of India, the country's national survey and mapping agency, which said the contest was illegal and may threaten national security.

"One complaint has been received and we are forwarding it to the cybercell for further action," said Chhaya Sharma, a deputy commissioner of police in New Delhi.

Google officials said the company had not yet received an official communication from the police.

Google invited users to help "create better maps for India" by adding knowledge of their neighborhoods and promised the top 1,000 mappers prizes of tablets, smartphones and gift vouchers.

Survey of India first wrote to Google saying its "Mapathon" was against rules and then filed a police complaint, R.C. Padhi, a top official at the agency, told Reuters.

"We have to ensure that security is not compromised at any cost," Padhi said, adding that some information uploaded on Google Maps could be "sensitive".

Google is open to discussing specific concerns over the issue with public authorities in India, Paroma Roy Chowdhury, a company spokeswoman in India said in a statement.

"Google takes security and national regulations very seriously, and the Mapathon adhered to applicable laws," Roy Chowdhury said.

LATEST IN SERIES OF DISPUTES

The investigation is the latest in a series of disputes between various governments and Google over privacy and security issues involving its popular mapping products.

In March, Google agreed to pay $7 million in the United States to settle an investigation into an incident in which its Street View mapping cars allegedly collected passwords and other personal data from home wireless networks between 2008 and 2010.

In 2011, city police in the southern Indian technology hub of Bangalore ordered Google to suspend a Street View service over security concerns, three weeks after the company started collecting images from the city.

Tarun Vijay, a lawmaker from India's main opposition Bharatiya Janata Party, last month complained to the government over the "Mapathon" contest.

"Will we allow any Indian organization to invite people for mapping their localities and have entire data stored in USA? Special to Google?," Vijay wrote on the Twitter social networking site on March 20.

"If there is a law, it has to be followed. I have asked whether Google followed the law," Vjay told Reuters on Friday, after meeting India's defense and interior ministers over the issue. "I have taken up that they should be acting urgently."

Separately, Google and other social media companies are also fighting a criminal case brought by an Indian journalist related to allegedly "offensive" content on their web sites.

ECP bars ROs from asking irrelevant questions

LAHORE: The Election Commission of Pakistan has restrained Returning Officers from asking irrelevant questions from the aspirants of contesting general election, Geo News reported Saturday.

DG Election Commission Sher Afgan told media that the electoral body issued directives to the Returning Officers to avoid asking unnecessary questions from the candidates.

Earlier on Friday, The Lahore High Court had also issued same instructions the ROs and said they could raise questions on the information provided by the candidates in their nominations papers.
